The Demise of the 28-Article Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The chain of contrasting events captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: positive announcements are issued from different nations. Considerable effort is expended on managing particular approaches. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a ability provided through up-to-date information. From observation points, military aircraft that had been dispatched to counter approaching guided weapons flew past – modern combat jets delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems thundered: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, probably provided by Western nations. Every firing jolts you unexpectedly, rattling buildings. The brief panic quickly gives way to grim resignation: perhaps the approaching threat won't strike its target this time, sparing the city from catastrophe and another blackout.

Ongoing Risks

Not long after, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a defensive team – probably imported technology. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its objective.

Periodically, this continued until dawn. Kyiv greeted the morning news: several casualties, damage and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on international aid – a need that neighboring countries are clearly incapable to fill in the short term.

Ineffective Peace Efforts

The comprehensive proposal from US administration sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new approach from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually win the battle. This trend will, no doubt, continue.

Political Considerations

It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a principle well known to international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration presumes that it is unfeasible to force Russia to surrender the territory that it currently occupies in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from believing that the current condition will not shift further in its benefit in the near future.

Divergent Views

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's government remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but avoiding a complete military breakdown until conditions improve in its advantage.

Current Realities

Factually, there are no actual prerequisites for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unacceptable, so that their attention does not move to domestic problems. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a mere seven days to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new plans based on old ideas are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
